5% energy on an engineer is actually pretty badass... and on any class using a cap ship it's yummy. So yes, the "it is not hull locked" is a pretty valid argument.

Can you explain why it would be helpful on a capship? Most of those have a big inbuilt energy bonus that doesn't multiply with inbuilts, so it would be a worse marginal benefit than usual even.
