Post Seer's Fiery Fire
Seers are allowed to do the mission to receive the weapon before they have the skill Seer 16 to use the weapon. Perhaps limit the mission to when you have Seer 16? Since you cannot get the Seer's Fire again and it consumes it, when you can do the mission before you have Seer 16 you can't use a weapon at all until you have Seer 16.
