Maybe they want that galaxy cleared out so they can build and they aren't strong enough to do it themselves? That's what i'm guessing.

Umm... Whatever you're smoking, it seems potent. Just tell us what you want. Heres my guess: You are from teh team "Omnipotent Crusaders". You have claimed a galaxy, yet cant take it over because of a team of RosFires that you have recently pissed off. You will pay up to two mil for proof of four rosfire kills. I have no idea what you mean by oracle.
