i seem to have figured out what causes a base to temporarily stop regenerating shield, heres what ive learned so far.
anything that creates or adds a item into the bases inventory such as harvesters or mre factories will pause the shield regeneration which will resume after 3-5 seconds after the item is added/created.
if another item of the same kind or different is added to base inventory before the 3-5 seconds 'cooldown' on shield regeneration it will reset the timer and require another 3-5 seconds to start back up regenerating which will effectively cripple your base and most likely get it killed sooner than later.
hope this helps any admins reading this on figuring it out and may be able to pinpoint the coding thats causing this

I'd like to add that this bug is not just affecting bases. I get the same thing happening when I'm hit by a parasite weapon like the Basil bacteria. Shield regeneration just stops.

Is this fixed yet? Would highly compromise galaxy defense if base regen pauses every few seconds.
