It was repeatedly announced to be a mission reward. (from voomy iirc)

So, they did change it?
Did I just miss out the announcement of that change of was it just put in like that without further notice?

The mission was in Sol last uni, now it's not. I still have the mission open however.

Ok, it drops in the same sense Red Photon drops the ship bp, drops a commod you need for the mission, it just means that no one with the mission has killed the correct boss yet.

For a few years now we have worked together with the Paxians to create a new and powerful capital ship. We had just recently finished the prototype. About 2 days ago disaster struck, someone had managed to steal both the prototype and the blueprint for it. We had several Fuzzes guarding the base but they all reporting malfunctions at the same time, I really cant imagine how this was done. It must have been someone very skilled and powerful to get away with this and they would need a very big ship to fit our prototype. We really need your help with this, if you can bring back the prototyp that would be great but most importantly we need the blueprint. If you return it to us we will make sure to give you a copy to show our gratitude

The mission is just a little clue on where to find the BP, it is not required to get the BP.
