Post Tech 21 BP's changed to tech 20 in next patch
Because the station management 21 galaxy has been abandoned by those working on it, and I don't really want to take myself off of C2 work to finish it, I've decided to temporarily change all tech 21 BP's to tech 20 until such time as some other content person has the time to finish the SM21 instance.

So next patch, you guys can start building!

Note that this universe is about 1/2 over now, and some of these projects take a while to finish. I've moved away from the max workers thing and just gone with taking tons of manhours, so I think you guys will have to gauge for yourselves if you have time to finish stuff or not. We won't be completing BP's for people at the end of the universe.

I am getting the vibe that AI bases across the galaxy will be making a killing off of selling workers to the player base.
