Obviously.. it is an awesome project, and the dude wants money to develop it .. to become a billionaire 3 years later.
Even though some of the things he stated are obviously unrealistic... it surely is something that would help with the thirst of energy.

I don't believe the concept though;

Spray on 'film' - how would the energy collected in that be inter connected and then be transferred towards appliances?

How would it remain stuck to the window?

How would such a film be efficient AND be weather proof?

How would it be 300% more efficient than other solar devices?

The only way to reach true efficiency (theoretically)is to supercool a conductor to 0 degrees Kelvin.
