Even if you pwi, a sniper can dps you with their 5k range+ spotty. As I said, what stands in your way of just flying up under the sniper itself and killing him in a few seconds with a Dark Immolation/Lion Incinerator and a few tweaks? Then you can pick off the slaves easily after that. T21 has made it clear that Seers have the ability to put out 100k+ DPS easily without tweaks, which should bring down snipers. But sure, if you try to kill him with a Seer's Fiery Fire or Primal Panther Fang, then I understand your issue. I have plenty of lincin experience, just waiting for my hermes.

Spotty beam: It may have escaped your notice but the spotty beam doesn't stack, it lasts about 5 seconds and then it disappears (even if you are continuously shot by it).
