What about control bots that required fleet commander 21? I don't like the idea of fleet commanders having to go through re-auging everything they already have to get a boost. However, control bots can have any kind of stats imagineable and existing setups can utilize them effectively. You could even have like, sticky, built in control bots on new ships.
