You can do a skill reset to reset your class skills. other than changing your name, really not much point.

I have a character stuck at level 30 with mostly T0 gear on one of my accounts. It has sm12 though!

Pretty much what topbuzz said, in a less blunt way.

If we allowed character deletion, if someone got hacked they could loose all their stuff AND their characters which they've been working on for possibly years. As rule of thumb, we don't replace gear lost because someone hacked you* so I doubt we'd be doing server restarts to pull characters out of the backups.

*There may be some exceptions (eg, some bug where you could log in without the correct password), but this would be Bageese's/Jeff's choice as to what happens.
