Post [Interface] Lock Hotkey bar
Sometimes when I am clicking on the hotkey buttons I find that I accidentally move or delete an item from the bar. So I want a button that locks the bar to keep everything where it is.

You should be able to add things to empty hotkey slots, but not remove them while the lock is on.
