Does not do what I think you think it does.

In fact, it seems to do nothing at all.

it does one thing, and is use the hardware d3d cursor option to render the cursor, if you untick it, it wont and as such, your cursor will only be drawn once per game frame.

hardware cursor will "feel" less laggy, because the cursor does not depend on the client fps.
