Ion Bank regen is toooo low

Ion Bank regen is too low Observed regen is 47.

Info says regen is 71/1.2s
actual is about 60/1.2s

I don't even get 71 with 4 Solar Panel IIs equipped

IB = 71 / 6 = 11.8
IB/sec = 11.8 * 5 = 59
SP/sec = 32 / 2 = 16
(IB + SP)/sec = 59 + 16 = 75

And you tried this how? You need to add information on how you ended up with this result, otherwise it will just be ignored.

he's probably getting confused between per second and per 1.2

Regen on Ion Bank is 71 per 1.2s, which equates to 59.1666667 energy per second.

Sounds like some user error there. :)

What ship are you in, what type of sun are you near, what other gear do you have that could be using elect, are there any active auras, did you fail at simple math, are you stupid, why are you Bonecrusher?

Electricity you see on your energy bar is already per second idiot, its not per 1.2

Suns make no difference to the IB regen rate, they only work the Solar Panels. And they are working as advertised.

Unequip your shield, radar and diffusors if u have any and check again.

info for those doesn't show elec being used ... I did and still don't get 59/sec

Equipped shields and radars takes a set amount of electricity/second by just being equipped. Equip your Ion Bank to a Zebucart, and see how much you electricity regeneration you get pr second then.
