Post Server/Client patch for December 17
* Adding in new BvB rules where a team that has declared war on another can get 2 base slots per adjacent owned galaxy to place offensive bases even if the galaxies base slots are already full. Attackers are limited to those 2 slots per adjacent galaxy. (See viewtopic.php?f=9&t=42092)

* Major changes to Sniper class:
- Changed the +1% damage with physical to +3%
- Added +2% more tracking to stalking skill
- Added +2% more damage to efficiency skill
- Added +5% projectile velocity to range skill (this doesn't affect range)
- Added +5% inertial dampening from firing to range skill (this exactly counterbalances the added knockback from the increased projectile speeds)
- The additions to the range skill are scaled inversely with the speed as most of the existing bonuses in the range skill
- In addition, the sniper skill itself has a new attribute which is called "Sniper Analysis". (See viewtopic.php?f=9&t=42211)

* Changed all tech 21 BP's temporarily to tech 20.

* Added level 21 Focus and Class skills. (But you have to find it.)

* New ships: Rackham's Parsley, Scorch's Cleft Thorn, Reaver+, and Prawn.

* New placement limitation on bases. New bases must be within 30k distance of the nearest planet, moon, sun, or wormhole. With this addition, there will no longer be a manually enforced rule about placing bases "too far out".

* Disallowed selling your ship via the list of ships for sale in the AI base.

* Some changes to the default base target selection code

* There's now a check on required secondary skills for a hull when re-entering a ship in stasis.

* Added Trade Controlbot.

* Healing is limited correctly if you have too little shields left (previously you would heal more than you should be able to if the target was close to max shields but you were even closer to empty shields)

* Torpedos now get explosion sound/size according to damage(type), same as other weapons

* Critical hits changes:
- You can only critical hit the target you're aiming at (fixes bug where Seer could get ambush bonus by aiming at a different target)
- Projectiles and beam weapons now use mostly the same code for checking critical hits: You only get critical hit message if /showdamage is on, you don't cause thrust/turn/warp-effects on bases/drones, you cannot critical hit asteroids
- Critical effects won't affect targets with full immunity auras to that damage type
- Activated limit on critical effect frequency for both beam and projectile weapons (they were recently only active for projectiles)
- Players won't get "and damaged" message for critical hit with transference weapon

* Removed the uber kills commods from Emp Mother

* Removed ship-buying checks (free ship slot, can only buy 1 at a time) when buying (item-form) ships from user bases

* Small change in vis stats on Art of sharpshooting

* Updated Poseidon Shield Transference colors

* Small nerf to Mother

* Added 1 weapon slot to Scrupling. Added new ship, Equaminizer (Tech 18 HF)

* Lowered build time a little on the Art of ... augs.

* Changes to Sniper Re-Router. -100% speed changed to -90%. Range bonus removed since it wasnt working.

* Lowered spawn rate on the Scruplings in Undead Voom level
